Risk of getting scammed when getting calls?

Somebody told me he never answers calls on his iPhone if he doesn't recognize the number or the name of the caller. This surprised me so I asked why. He said if you answer and the call is coming from some foreign country, you could get a big charge from taking the cal -- a scam!

I have asked several other people who have used smart phones a lot longer than me, and they weren't sure, but they followed the same rules about taking calls.
