Can't Sync all Songs for Ipod Touch

Hi



I just installed ITunes and also have factory reset my Ipod Touch. It syncs maybe 1/4 of my songs and then stops syncing. No matter how many times I unplug it or restart ITunes the Sync button is greyed out. Also when the Ipod is unplugged the Ipod still has the little spinning arrows as if still syncing. Any idea why as I have plenty of room on the Ipod?

I am using W10.
