iTunes Match not working

I have all my cd's loaded into my Win 7 PC's iTunes. I have iTunes Match, but the iTunes on my iPhone 5 only has the music I have purchased thru iTunes. I discovered this when I tried to play a "playlist" I created on my computer on my phone--it isn't on my phone. Isn't this what "Match" is supposed to do?? I have turned "match" on and off on my phone, synced it to my PC, and none of this has had any effect. Thanks in advance if anyone can shed some light here...!
