creating a playlist in iTunes 12.1.0.74

How does one arrange a sequence of songs in a playlist (iTunes 12.1.0.74)?

I have tried left-clicking a song in a playlist, holding down the left mouse button and moving the mouse in the direction I want the song to move -- without success.
