IOS9.3 bricks iPhone-Only Photo Editing Apps on iPads

I have upgraded all my iPhone and iPad devices to iOS9.3.1 today and found in ALL of my dozens of iPhone-only photo editing apps (e.g., Hipstamatic) when running on an iPad (Air or Pro) the thumbnails will not appear in the image picker function. They are there, but invisible, and can be blindly selected. I have tried more than two dozen iPhone apps and the all experience the same problem, and none of the Universal apps display this problem. Everything was fine under iOS 9.2. Has anyone else experienced the same issue?
