Getting photos synchronized across all iOS devices?

Hi fellows. I've a 3rd-gen iPod (iOS 5.1.1) touch, 3rd-gen iPad (iOS 7) & iPhone 3Gs (iOS 6.1.3). I'm trying to have all of them possess the same set of photos. At first I thought of using Photo Stream to synchronize (merge) their collections, but I realize that Photo Stream only grabs the most recent 1000 photos taken by each device & uploads them into my iCloud account, & since I haven't had Photo Stream enabled on 1 or 2 of the devices mentioned above, those devices will not have their current set of photos uploaded into iCloud even if I activate Photo Stream on them now (Read on a few websites that Photo Stream will only sync the images taken on your iPhone or iPad after you set it up and turn it on. So if you have existing images, they won’t sync.). For my iPod touch, some of the images are not even photos per se, i.e. they are images downloaded from emails, or saved from web pages. Likewise, across the 3 devices, there will be some images that are listed in the Photo apps, but not in the Camera Roll portion, so all in all, I'm rather unconfident that Photo Stream can achieve what I am after.



I have a Windows PC with iCloud Control Panel installed. I did think of manually copying all the photos from each device & manually placing them in the Photo Stream designated photo on the PC, which I presume Photo Stream will then proceed to download the set onto all the client iOS devices afterwards, but I've 2 concerns:



I. I will end up with duplicates of the photos already in my iOS devices, if Photo Stream, for some reason, cannot recognize that they are the same photo(s),

II. EXIF data from transferring here & there will be lost during (1) the copy from the device to the PC, (2) from the Photo Stream syncing downstream from the iCloud account to the devices.



Any systematic approach to get the entire set of photos across all my iOS devices to be in sync without losing the EXIF data of the photos?
