i pod touch as phone

Hello,

I work on a property with multiple buildings which all run on the same wifi system. We have about 15 people on property who I would like to communicate using ipod touches. Are there any apps suggested for something like this? I would like them to communicate using phone and text. I would also like to register them all myself instead of connecting over 15 different apple id's.

Any suggestions would be appreciated.
