Cursor Query

My sister has a IPad 3 when she tries to type anything she has trouble getting the cursor to appear,she has to tap on the screen about 20 time to get it to appear,sometimes she can't get it to appear at all.One tap was all it used to take,anyone know why it takes so many taps on screen to get the cursor to appear.Thank You.longlegs
