"find my iPhone" linked to device or number?

I lost my phone, went on "find my iPhone" app and locked it. Tracked it. It was turned off. I then sent an erase. I got a new phone the next day (keeping my phone number and linking my new phone to the iCloud). My question, If my iPhone was off while I made the changes, would my old phone have been erased? (Someone found the old phone and called me, and I wonder if my info is on there still.)
