Can I transfer photos without internet or a wifi access?

I wish to transfer images from an iPad (which is not in my name) to my iPhone.

Do I need internet or wifi access for Photo Stream and iCloud

I don't have access to the internet, to a computer with iTunes or a wifi network so can Bluetooth be used?
