ipod 4th dock problem?

Hi, i picked up an ipod off ebay, i knew it didnt work got it for $40 and i know how to solder and work on these little things. i dont mind replacing parts when i know what to replace:) So the deal is it was locked up by password which i know how to get by but then i realized the battery was almost dead so i tried to charge it, it does not charge anywhere, computer, car or on the wall. itunes doesnt detect it or the computer. the water indicator has been activated but is very slight pink, i would have thought it was the battery but i really believe its the dock port, i was just wondering if everyone agrees, because when i plug it in to charge the ipod detects that i have plugged it up it displays the screen with the battery telling me to plug it up because it needs to be charged but i never get the lightning bolt to change to show that it is being charged it just keeps telling me to charge it. i am trying to find a multimeter at the moment mine has disappeared to see if the battery is getting any charge but i dont believe its charging past the dock connection.
