Does the scaling option work for wallpapers on Ipod 5th gen?

When I open a picture then select use for wallpaper, it will say move and scale the picture. It will look me move the picture up, down, left, right perfectly fine, but as soon as I go to scale it as soon as I let go with my fingers, the image just goes back to normal. Is this normal?
